A Special Invitation to Fencing Confederation of Asia and Oceania Fencing Confederation Members

Dear Friends
The Australian Fencing Federation and the New South Wales Fencing Association are delighted to invite fencers from members of the Fencing Confederation of Asia and the Oceania Fencing Confederation to come to Sydney to compete in the Asian Cadet Circuit Sabre event on the weekend of 2-3 September 2017.

We in Australia are looking forward with anticipation and excitement to hosting a competition that will attract the best young fencers from across Asia and Oceania.

The sabre event will be held in the New South Wales Fencing Centre which is centrally located in Sydney midway between the airport and the city.

Besides the fencing, Sydney is a vibrant multi-cultural city that offers many opportunities to experience our lifestyle and tourist attractions.

We look forward to offering a very warm welcome to the fencers from Asia and Oceania who will be attending the Asian Cadet Circuit Sabre event in Sydney on 2-3 September 2017.

The New South Wales Fencing Association is hosting an Asian Cadet Circuit sabre individual and teams competitions for girls and boys on the weekend of 2-3 September 2017. All Cadet fencers are invited to attend.

Dates
The Asian Cadet Circuit sabre event will be held in Sydney on 2-3 September 2017.
Training will be available during the week prior to the event, and otherwise by arrangement.

Eligibility.
The Fencing Confederation of Asia advises: All fencers must be at least 12 years and not more than 16 years of age on December 31 of the year preceding the competition. Exceptionally fencers who are at least 10 years old at the time of competition may be allowed to participate provided they possess written consent from parents and are endorsed by their federation. Entrants must have a valid FCA licence – $US15
Fencers with valid Asian license must register through the FCA website at least one week before the start of competition.

Equipment requirements.
The Fencing Confederation of Asia advises:
Fencers must use standard FIE uniforms/equipment (800NW for clothing, 1600 NW masks, 800 N under garment/plastron, FIE homologated blades.
No name on back of fencers’ clothes is required.
Uniforms with markings other than the official federation (such as schools or clubs) may be allowed.

Visas
Everyone entering Australia must possess a valid passport.
Fencers from some Asian countries (including Hong Kong, Japan, Malaysia and Singapore) can apply online for a free e-visa that is issued within 24 hours.

On request, the Australian Fencing Federation can provide a letter of invitation which may help with your visa application.

Language
The official language of the Asian Cadet Circuit is English.

General Information
Currency is the Australian dollar. Foreign currency can be exchanged freely at banks, hotels, the airport and foreign exchange bureaux in the city. Current exchange rate is approximately 1.33 Australian dollars to 1.00 US dollar. Major credit cards are widely accepted in most establishments.

Weather
Sydney has a mild Spring climate in September with temperatures ranging from 12 to 20C with a daily average temperature range of 16C and a one in three chance of rain. Casual clothing with a light jacket is best for everyday wear.

The AC voltage is 240 volts.
Trip Advisor says: Travellers from most nations in Asia should have appliances that work on the same mains voltage as Australia – therefore you will not need a voltage converter. The notable exception is Japan which uses 100/120V 50/60Hz.

The NSW Fencing Centre is on the Airport line. The closest station is Mascot (8min walk).

Participation
The host country may enter a maximum of 64 fencers, while other countries are limited to a maximum of 20 fencers. Fencers from other continents are welcome and will be subjected to the same conditions to participate. All fencers must be endorsed by their federations.

All participating fencers must be at least 13 years old and not be more than 16 years of age on December 31 of the year preceding the competition, (same condition for the AJC and WJC of the same year).

Exceptionally, fencers who are at least 10 years old at the time of competition may be allowed to participate provided they possess a written consent from parents and endorsed by their federation.

All participating cadet fencers must have a valid Asian license for the season, issued by the FCA.

Cadet fencers with valid Asian license interested to participate in any scheduled cadet competition in the season must register through the FCA website at least one week before the start of competition. The host country shall not allow participation of any fencer without valid Asian license and not registered with the FCA.

License and Registration
An Asian license and competition registration will be available online from the Asian Fencing Confederation. More details on this process will be provided by the AFC.

Equipment & Uniforms
Fencers must use standard FIE uniforms/equipment (800 NW for clothing, 1600 NW masks, 800 NW under garment/plastron, FIE homologated blades). No name on the back of the fencer’s clothing is required. Uniforms with markings other than of the official federation (such as schools, clubs) may be allowed.

Points and Ranking
The overall ranking earned shall be computed using the current year’s Asian Juniors and Cadets (AJC) plus the best 3 circuit competitions by cadet fencers. Seeding for next year’s AJC shall consider the overall Asian cadet ranking of the current season.

FIE formula scale of points shall be applied in general
Following multiplication coefficients for points in ranking awarding will be applied according to the number of participant

No points shall be awarded in competitions where there are less than 3 Asian/Oceania countries and less than 30 participants (among them at least 30% foreigners). FCA shall be responsible for tabulating the overall Asian cadet ranking based on the points awarded during the competition

Referees & Officials
Participating countries must be accompanied by qualified referees based on the following quota:
1 – 4 fencers no referee required
5 – 9 fencers, 1 referee
10 – 15 fencers, 2 referees
16 – 20 fencers, 3 referees

Non respect of referee quota is sanctioned by US$500 for every missing referee.
Qualified referees are those with good national or international level qualification and experience.
The Host country shall provide at least two (2) FIE licensed referees coming from different countries. FCA shall designate one official Referee Delegate from among the participating referees

System & Formula of Competition
Generally, the FIE technical and competition rules are to be respected.

Formula of competition
With 30 to 50 fencers:  two rounds of pools followed by direct elimination table with “repecharge” from T-32.
With 51-100 fencers:  one round of pools followed by direct elimination table with “repechage” from T-32
With 101 or more fencers:  one round of pools followed by direct elimination table without repechage.
From the round preceding the DE table, a minimum of 20% and a maximum of 25% of participations shall be eliminated

Competition Method
The fencing competition shall be conducted in accordance with the current Statutes and Rules of the FIE. In case of disagreement in the interpretation of the Rules, the latest English version shall prevail. The Directoire Technique shall deal with any unforeseen incidents not covered by the Rules.

Awards:
Organizers shall provide all participants with a Certificate of Participation and a Diploma to the top 8 placers in each event. The top 4 placers in each individual event shall also be provided with medals by the FCA.
